Liquor Licenses & Applications

Liquor licenses are issued by "dual" licensing authorities in Colorado. Applications are submitted to the local licensing authority for initial approval before being forwarded to the State of Colorado Liquor Enforcement Division The Keystone Town Clerk's Office facilitates the application process for the Keystone Liquor Licensing Authority (Town Council).

Liquor License Guidelines

Generally, the liquor license process for a new license may take up to four months to complete, depending on the type of application. Get in contact with the Town Clerk's Office as far in advance of your intended opening date to ensure that you receive your license in time.

Liquor licensing follows a two-tier approval process in Colorado. License applications are first submitted to the Town's Local Licensing Authority (Town Council) for approval and then forwarded on to the State of Colorado's Liquor Enforcement Division. More information about their processes can be found on the Liquor Enforcement Division’s website.

Collect all of the documents outlined below before entering the application portal.

Please do not submit any documents to the Clerk's Office via email. In order to protect the sensitive information provided in your application, please use our secure document portal below.

Following submission of your materials, the Town Clerk’s Office will reach out to you to set up an appointment to review your license materials and discuss next steps.

Applicant must submit the following main application components:

Applicant must submit an executed copy of the deed (or) lease for the premise. The name on the lease must match the applicant's name. The lease should go through at least one year, in order to cover the duration of the license.

Applicant must submit a floor diagram of the premises (8 1/2 inch by 11 inch only). The diagram should meet the following standards:

  • Must be an exact representation of the licensed premise (does not need to be to scale).
  • Separate pages should be submitted for each floor, showing travel paths & outline the premises in BOLD black ink.
  • Include bars, walls, entrances/exits, liquor storage, and service areas.
  • Permanent outdoor service areas should be included if under year-round control.
  • Include Control Plan describing how premises will be controlled, including entrances/exits & any outdoor service areas (signs, fencing, etc.)
  • Must have diagram signed off by landlord or HOA manager, when applicable, and if any outdoor service area is included (print name, title, sign & date)

Applicant must submit any relevant financial documents including the purchase agreement, stock transfer agreement, loan documentation, promissory notes, etc.

Applicant must submit the following background information for each principal (individuals with more than 10% ownership, officers, directors, partners, members):

S Corporations:
  • Certificate of Good Standing dated within last two years
  • Articles of Organization
Partnership Documents:
  • Attach partnership agreement (except for husband-wife partnerships)
  • Attach Certificate of Co-Partnership (if applicable)
Limited Liability Company Documents:
  • Attach Certificate of Good Standing dated within last two years
  • Attach Articles of Organization (acknowledged by Secretary of State)
  • Attach copy of Operating Agreement

  • Annual Renewal licenses

The State of Colorado sends out renewal applications to licensees prior to the renewal deadline. The Town of Keystone Clerk's Office will also reach out to licensees to notify of their upcoming renewal deadlines.

  1. Fill out renewal application sent to you via mail by the State of Colorado. If you have misplaced this application, please use this Retail Liquor License Renewal Application (DR8400).
  2. Fill out Tax Check Waiver Authorization Form
  3. Convert all documents to PDF documents or print out for submission via mail or in person.
  4. Use the portal below to submit your renewal application to the Town of Keystone.

Your Renewal Application must be submitted to the Town of Keystone at least 45 days prior to the expiration of your liquor license, failing to do so may lead to a violation or an interruption in liquor deliveries.



  • Transfer of Ownership

If there is currently a liquor license at the premise you are considering, you will need to apply for a transfer of ownership. Collect all of the documents outlined below before entering the secure licensing application portal.
